How a Narrative Goes Viral

A narrative about illegal border crossings spreading COVID didn't exist for over a year. Then, in the span of a few months, it became the dominant frame for discussing state-level COVID policy across the country. The facts didn't change. The volume of border crossings didn't suddenly spike. Yet something shifted. Understanding that shift reveals something troubling about how ideas move through institutions and minds.

• For most of 2020 and early 2021, the connection between illegal immigration and COVID spread was barely discussed in major media. A single letter from GOP House members in February changed that calculus. Within days, the framing began appearing everywhere.

• The letter didn't need to be persuasive or technically novel to trigger this response. It needed something else entirely. It needed a voice loud enough to make everyone think everyone else had heard it. Once that threshold was crossed, something shifted in how media outlets discussed the topic.

• Within weeks, articles began using the same language to connect immigration and COVID policy. Within months, this framing had migrated from the periphery into the center of how state-level mask and vaccine mandates were being discussed and debated.

• The narrative spread faster partly because border crossings were rising, but also perhaps more crucially because it solved multiple psychological problems simultaneously. It assigned blame, protected identity, created hypocrisy claims, and offered moral cover for personal decisions.

• Here's what makes this dangerous: even when some facts underlying a narrative are technically accurate, the narrative's explosive spread has almost nothing to do with those facts. It has everything to do with what the narrative allows people to believe about themselves and their opponents.
